To further strengthen product quality and safety supervision, in accordance with the relevant provisions of the "Regulations of the People's Republic of China on Certification and Accreditation," the State Administration for Market Regulation has decided to adjust the certification model for some products listed in the Compulsory Product Certification (CCC) catalog, implementing a third-party certification evaluation method. The relevant requirements are hereby announced as follows:
I. From January 1, 2027, 16 types of products, including fuses, small-power electric motors, electric drills, electric grinders, electric hammers, DC arc welding machines, TIG arc welding machines, MIG/MAG arc welding machines, plasma arc cutting machines, automotive safety glass, automotive seat belts, motor vehicle external lighting and light signaling devices, motor vehicle indirect visibility devices, automotive seats and headrests, vehicle driving recorders, and vehicle reflective markings, must obtain CCC certification certificates and bear the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities. The self-declarations for relevant products in the "Compulsory Certification Product Conformity Self-Declaration Information Reporting System" (hereinafter referred to as the System) will be uniformly cancelled.
II. Starting July 1, 2026, designated certification bodies will begin accepting CCC certification applications for the aforementioned 16 types of products (certification bodies will be designated separately). For products with valid self-declarations, designated certification bodies should, while ensuring certification quality and controllable risks, actively adopt the self-declaration evaluation results and reissue CCC certification certificates. The system will no longer accept or generate self-declarations for related products.
III. Enterprises should complete the conversion of CCC certification certificates by December 31, 2026, and promptly and proactively cancel the corresponding self-declarations. For products that have already been manufactured and are no longer in production within the validity period of their self-declarations, no conversion is required, and they can continue to be sold.
