China's State Administration for Market Regulation (SAMR) has officially announced a major update to the China Compulsory Certification (CCC) system. Under the new rules, 16 product types across five categories will transition from the former enterprise self-declaration model to mandatory third-party CCC certification.
The affected products mainly include electric tools, welding machines, small electric motors, and automotive safety components—all of which are considered high-risk products directly related to personal safety and public security.

Key CCC implementation timeline
From 1 July 2026
Designated certification bodies will begin accepting CCC certification applications for the above products.
Self-declaration submissions will no longer be accepted in the CCC system.
By 31 December 2026
Manufacturers must complete the transition from self-declaration to CCC certificates and cancel existing self-declarations.
Products already manufactured within the valid self-declaration period and no longer in production may continue to be sold.
From 1 January 2027
All affected products must obtain a valid CCC certificate and bear the CCC mark before being manufactured, sold, imported, or used in China.
SAMR confirmed that certification bodies may recognize existing self-declaration evaluation results, provided certification quality and risk control requirements are met, to support a smooth transition and avoid unnecessary duplication.
