China's 2019 Holiday Schedule Announced

Details
according to a recent announcement of the General Office of the Chinese State Council, the holiday Schedule for the new year 2019 is as follows:
 
29 December 2018 (Saturday): normal working day,
30 December 2018 (Sunday) - 1 January 2019 (Tuesday): New Year holidays, beginning work on 2 January 2019,
2 February 2019 (Saturday) - 3 February 2019 (Sunday): normal working day,
4 February 2019 (Monday) - 10 February 2019 (Sunday): Spring Festival holiday, beginning work on 11 February 2019.
 
That means, Chinese government authories as well as China Certification Organisations (e.g. CQC, CCAP, CAQC, etc.) will be closed at the end of the year 2018 as well as during the chinese spring festival in February 2019. Please take this into consideration, that it may cause delays in the China CCC certification processes.

7 New GB Standards released

Details
According to a recent press released from the State Administration for Market Regulation ("SAMR") and the Standardization Administration of the People's Republic of China (SAC), 7 New GB Standards ("GB", "GuoBiao") were released on 28 September 2018. They will be implemented on 01 April 2019.

China Compulsory Certification (CCC) System Reformation

Details

On October 22, 2018, Premier Li Keqiang presided over the State Council executive meeting. At the meeting, it was decided to further promote the implementation of the business environment policy, establish a private enterprise bond financing support tool, and build a national “Internet + supervision” system. It was also mentioned at the meeting that in order to further reduce the burden on enterprises, it was decided to cancel more than 10% of the types of products subject to China Compulsory Certification (China CCC) or to implement them by CCC self-declaration.

New China CCC Certification Procedure implemented

On October 1st, the China CCC Certification Self-Declaration compliance information reporting system is officially launched. From now on, companies that apply for the China CCC certification for specific products may voluntarily use self-declaration methods to prove that their products continue to meet the relevant requirements of China CCC certification and after the product conformity information is reported, the CCC Mark is added to the product. This new certification process is the latest method in the reform of the China Compulsory Certification system, which will further reduce the cost of enterprises, strengthen the responsibility of market entities, optimize the business environment, and stimulate market vitality.
 
In accordance with the "Opinions of the State Council on Strengthening the Construction of Quality Certification System to Promote Total Quality Management" (Guo Fa [2018] No. 3), in June this year, the State Administration for Market Regulation (SAMR) and the Certification and Accreditation Administration (CNCA) jointly issued the Catalogue on Reform and Adjustment of China Compulsory Certification and Announcement of the Implementation Regulations (No.11.2018 SAMR), a number of products in the certification catalogue has been reduced from 160 to 141. At the same time, the audio and video equipment, information technology equipment, low-voltage electrical appliances, low-power electric motors, electric welders, 20 products with stable quality and low safety risk in the fields of household and similar equipment, motor vehicles and safety accessories, etc. allowing companies to use self-declaration evaluation methods instead of third-party certification. Companies can continue choosing to use the current third-party China CCC certificaiton process, e.g. CQC, CCAP, CAQC, etc.
 
The contact person who is in charge of the Certification and Supervision Department of the State Administration for Market Regulation (SAMR) introduced that the self-declaration evaluation method will, on the one hand, help the company to speed up and increase the efficiency of product development, effectively reduce institutional transaction costs, and stimulate independent innovation. And on the other hand, the self-declaration evaluation method puts forward higher requirements for enterprises to assume responsibility for quality risks. By strengthening post-event supervision, it increases penalties for violations of laws and regulations, and helps to strengthen the sense of responsibility of enterprises, to create a fair market environment. In addition to this, the self-declaration compliance information reporting system is the information base of big data supervision, and the system is connected with the national enterprise credit information system to achieve a limited situation of dishonesty, which helps to promote corporate quality and integrity system construction to improve market supervision efficiency.

454 New GB Standards approved

Details

According to a recent press released from the State Administration for Market Regulation ("SAMR") and the Standardization Administration of the People's Republic of China (SAC), 454 New GB Standards ("GB", "GuoBiao") were approved on 17 September 2018 and will be released, e.g. automobile wheel safety performance requirements and test methods, indoor fire hydrant, etc.

CCC Self Declaration Platform introduced

Details

According to a joint announcement by the SAMR ("State Administration for Market Regulation") and the CNCA ("Certification and Accreditation Administration of the PRC") on 15 June 2018, a new certification procedure "self-declaration" were firstly introduced in China and it comes into force on 1 October 2018. This new certification procedure is avaiable for a list of selected products that are within the scope of CCC Product category. Recently, a list of by CNCA accredited test labs were invited to test the new platform, which calls CCC Product Self Declaration Conformity Information Submission System (see here). Companies in China can register for this platform. The prerequisite condition for the registration is that the company must have a place of business and legal personality in China. Our team will continue to pay attention to the relevant information about the China CCC self declaration.

CCC mark usage for products in the transition period

Details

on 11 June 2018, a list of products were deleted from the ccc category, which means these products are no longer subject to China CCC Certification (see "CCC product category changed"). According to a recent accouncement released by the CNCA ("Certification and Accreditation Administration of the PRC"), for those non-ccc products, factory should stop using ccc mark. If it is not possible for some reasons, such as, the CCC mark is affixed by molding or printing on the product, factory can use ccc mark until natural transition e.g. through tools adaptation, inventory turnover of products or packaging, etc. If the factory affixes the standard CCC mark ("sticker") on the product, the CCC mark shall not be affixed from the date of invalidation of the CCC certificate.
