On October 1st, the China CCC Certification Self-Declaration compliance information reporting system is officially launched. From now on, companies that apply for the China CCC certification for specific products may voluntarily use self-declaration methods to prove that their products continue to meet the relevant requirements of China CCC certification and after the product conformity information is reported, the CCC Mark is added to the product. This new certification process is the latest method in the reform of the China Compulsory Certification system, which will further reduce the cost of enterprises, strengthen the responsibility of market entities, optimize the business environment, and stimulate market vitality.
In accordance with the "Opinions of the State Council on Strengthening the Construction of Quality Certification System to Promote Total Quality Management" (Guo Fa [2018] No. 3), in June this year, the State Administration for Market Regulation (SAMR) and the Certification and Accreditation Administration (CNCA) jointly issued the Catalogue on Reform and Adjustment of China Compulsory Certification and Announcement of the Implementation Regulations (No.11.2018 SAMR), a number of products in the certification catalogue has been reduced from 160 to 141. At the same time, the audio and video equipment, information technology equipment, low-voltage electrical appliances, low-power electric motors, electric welders, 20 products with stable quality and low safety risk in the fields of household and similar equipment, motor vehicles and safety accessories, etc. allowing companies to use self-declaration evaluation methods instead of third-party certification. Companies can continue choosing to use the current third-party China CCC certificaiton process, e.g. CQC, CCAP, CAQC, etc.
The contact person who is in charge of the Certification and Supervision Department of the State Administration for Market Regulation (SAMR) introduced that the self-declaration evaluation method will, on the one hand, help the company to speed up and increase the efficiency of product development, effectively reduce institutional transaction costs, and stimulate independent innovation. And on the other hand, the self-declaration evaluation method puts forward higher requirements for enterprises to assume responsibility for quality risks. By strengthening post-event supervision, it increases penalties for violations of laws and regulations, and helps to strengthen the sense of responsibility of enterprises, to create a fair market environment. In addition to this, the self-declaration compliance information reporting system is the information base of big data supervision, and the system is connected with the national enterprise credit information system to achieve a limited situation of dishonesty, which helps to promote corporate quality and integrity system construction to improve market supervision efficiency.
